PLWH/A Participation

The Ryan White Program requires that funding-allocation decisions be made with the input of those most affected by those decisions, i.e., people living with HIV or AIDS (PLWH/As). For this reason, the Ryan White Program requires that at least one third of council members must be (1) residents of the EMA who (2) receive HIV-related services from Ryan White Program Part A (formerly Title I) providers. In addition, those members must reflect the demographics of the HIV-infected/affected population in the EMA.

The PLWH/A Committee of the planning council has accepted the charge of ensuring active and diverse involvement of PLWH/As in Ryan White HIV/AIDS Treatment Modernization Act decision making and in developing a plan of services to these identified target populations:

  • African Americans, Latinos/Hispanics, Native Americans.
  • Deaf persons.
  • Minority women.
  • Women of child-bearing age.
  • Adolescents and young people, aged 13-26.
  • Homeless individuals.
  • Gays, bisexuals and others.
  • Persons incarcerated.
  • Sex industry workers.
  • Substance users and partners of substance users.
  • Children.
